FEMA's Interagency Recovery Coordination (IRC) Cadre was created to operationalize the National Disaster Recovery Framework (NDRF) and is rooted in lessons learned on unmet recovery needs in previous disasters. The primary function of IRC is to bring together federal and national partners to support state and local recovery priorities.
