Local Government Recovery Planning
This guide provides recommendations and resources for a jurisdiction to establish and maintain a Private-Public Partnerships to help coordinate mitigation, response and recovery planning and preparedness.
Collaboration helps both public and private sector community stakeholders at all levels increase resilience. The models in this guide highlight interdependencies among businesses, industries, community organizations and government agencies. The models apply to both rural and urban jurisdictions.
The FEMA New Recipients of Disaster Grants Guide is intended to provide streamlined guidance to state, territorial, and tribal governments on the essential elements of PA, IA, and HMGP and required actions to request, initiate, and receive FEMA disaster assistance grants.

The FEMA New Recipients of Disaster Grants Guide outlines the critical statutory, policy, and procedural requirements for Recipients of FEMA disaster assistance grants. The scope of the FEMA New Recipients of Disaster Grants Guide includes pre-disaster preparations and post-disaster actions and is tailored to an audience of current (or prospective) Recipients of federal disaster grant funding.

Senior officials make significant policy and resource decisions before, during and after disasters. For example, in the aftermath of a disaster, senior officials may work closely with the private sector and local and state government organizations to allocate scarce resources. By collaborating with emergency managers, senior officials can better understand the needs of the community and be able to make informed decisions. This guide provides an overview of how senior officials can prepare and respond to disasters to save lives, lead disaster recovery operations and build more resilient communities.
Pre-Disaster Recovery Planning Guide for Local / State / Tribal Governments
The planning process outlined in this document directly aligns with the foundational six-step
planning process of the National Planning System as defined in Comprehensive Preparedness Guide 101 –
Developing and Maintaining Emergency Operations Plans 3 (CPG 101). This document presents considerations for following the six-step planning process that are specific to pre-disaster recovery planning at the Local / State / Tribal level. This document also focuses more specifically on the challenges and unique partnerships necessary for successful, inclusive recovery.
